Job Description
Mindfull Community Limited is seeking a passionate and dedicated Programme Manager to join our team. Reporting to the Head of Caregiver Support and Education, the Programme Manager will play a key role in educating, equipping, engaging, and empowering caregivers of persons with mental health issues. This is achieved through the delivery of structured psychoeducation, support group programmes and emotional support initiatives.
Key Responsibilities
-
Conduct and facilitate the Caregivers-to-Caregivers (C2C) Psychoeducation and Caregivers-for-Caregivers (C4C) Support Group Programmes.

Provide caregivers with relevant information, referrals, and emotional support where necessary.

Promote awareness of Mindfull Community Limited’s programmes and services.
-
Support outreach and partnership efforts with assigned hospitals and organisations through events, talks, and engagement activities.
-
Build and maintain relationships with assigned partners to explore collaboration opportunities and connect with caregivers.
-
Ensure timely and accurate entry of data into the Customer Relationship Management (CRM) system to support analysis and reporting.

Participate in staff meetings, case consultations, conferences, and cross-functional projects as required.

Contribute to team efforts and support colleagues in achieving the organisation’s strategic objectives.

Perform any other related duties as assigned.
Requirements
Technical Competencies
-
Proficient in Microsoft Office applications including CRM and good case documentation.

Caregiver Support & Facilitation – Leading psychoeducation and support programmes, and providing guidance, referrals, and emotional support to caregivers.

Outreach & Partnerships – Promoting programmes, engaging communities, and building strong collaborations with hospitals and organisations.

Preferred Qualifications & Characteristics

Passionate about supporting families and caregivers of persons with mental health issues.

Diploma or higher qualification in Social Work, Counselling, Psychology, or related field with 1–2 years of relevant working experience preferred.

Job Role Description
The Programme Manager (PM) plays a key role in the conceptualisation, delivery, and evaluation of mental wellness and recovery-oriented programmes that promote empowerment and community integration.
The PM supports outreach and engagement efforts while actively managing programme risks, participant needs, and ethical considerations. The role ensures programme quality, fidelity to recovery principles, and responsible use of allocated resources and budgets.
The PM works collaboratively with external stakeholders, including volunteers and peer contributors, and supports partnerships with community organisations to strengthen continuity of care, social connectedness, and pathways to recovery.
Job Responsibility-
Contribute to conceptualising and planning content for creative recovery-focused activities to facilitate social support and networking for the peer community

Work with contributors from the peer community to plan and develop content for creative recovery-focused activities to benefit other peers
-
Support in co-facilitation of groupwork and other programmes and events
-
Liaise with external partners who can contribute expertise or conduct recovery-focused activities for peers.

Be involved in the conceptualisation and review of programme with fellow colleagues from the Youth Support and Engagement (YSE) Department.

Support the conceptualisation of evaluation and feedback from peers and other volunteers.
2. Be responsible for coordinating and executing recovery-focused activities for peers, including:

Scheduling and publicising calendar of activities
-
Managing sign-ups and administrative communication with attendees
-
Coordinating activity logistics and operations.

Leading activities and engaging peers during the activities
-
Prepare brief highlights for progress reports and publicity purposes
-
Work with relevant parties on outreach strategies and content.
3. Administrative support for peer-related programmes, which may include:

Coordination and liaison in respect of training programmes

Support the administration, collection, and documentation, of evaluation and feedback from peers and other volunteers on the activities conducted

Job Scope:

Manage the full HR lifecycle including recruitment, onboarding, employee movements, performance management and exits.

Requirements:-
Degree in Human Resources or a related discipline with a minimum of 3 years of relevant HR experience. Experience in a non-profit organisation is an advantage.

Strong working knowledge of MOM employment regulations and applicable labour legislation.

Excellent interpersonal, communication and stakeholder management skills.

Ability to work independently, manage multiple priorities and meet deadlines in a fast-paced environment.

Proficient in HR systems and the Microsoft Office Suite.

Demonstrated ability to maintain confidentiality and handle sensitive information with discretion and professionalism.

Job Scope:

Provide supervision to the Senior Finance Executive.

Ensure timely and accurate preparation of financial statements in accordance with relevant accounting and charity standards.

Handle full set of accounts including billing, payments and expense claims.
-
Manage monthly payroll including CPF contributions, IR8A and IR21.
-
Prepare, oversee and evaluate month-end reconciliations, cash flow forecasts, & financial statements for reporting to management, EXCO & Board.

Present financial, management reports and budgets to management and stakeholders (e.g. EXCO, Board) when required.

Work with all departments to prepare and plan Budgets and monitor any variances.

Follow up on donations and tax exemption receipts and payment matters.

Coordinate with auditors, banks, government authorities, regulators or funders, for management of matters such as annual Audit, statutory tax compliance or queries from IRAS, and timely submission of reports for grant claims.

Oversee conformance to statutory requirements and internal financial controls, and support efforts for organisation-wide adherence to financial policies.

Support improvements and automation for finance policy and processes.

Assist in related administrative work to support management.

Job Requirements:-
Bachelor of Commerce or Accountancy / Other Accounting qualifications.

Minimum 3 years of relevant working experience with full set accounting and understanding of local statutory requirements.

Experience in the social service sector and/or accounting for charities/ IPCs is preferred.

Hands-on, detail-oriented with good leadership capability.

About the role:
The RDM Manager is responsible for managing day-to-day research, data and measurement projects within the RDM function. The role translates departmental plans into concrete project scopes and timelines, oversees execution, and ensures that research and data outputs are robust, timely and usable by operations and service teams.
Responsibilities:
The role contributes to Mindfull’s community mental health mission by ensuring that research, evaluation and data initiatives are well-planned, well-executed and practically useful for decision-making.

Manage research and evaluation projects
-
Plan, coordinate and deliver research and evaluation projects (e.g. outcomes studies, programme evaluations, needs assessments), including defining scope, methodology, timelines and resource requirements.
2. Ensure methodological rigour and ethical practice
-
Develop and/or adapt research instruments, sampling approaches and analysis plans; ensure compliance with research ethics, data privacy and organisational policies.
3. Lead analysis and reporting
-
Clean, manage and analyse quantitative and qualitative data; produce reports, dashboards and presentations that translate findings into clear insights and practical recommendations for programme and corporate stakeholders.
4. Support data systems and governance
-
Work with IT and relevant teams to improve data collection processes, data quality checks and documentation; apply agreed data standards, and identify internal policies and SOPs for data governance, research ethics, data privacy, and dissemination.
5. Stakeholder engagement and coordination
-
Liaise with Programme/Services, Comms, HR, Finance and other functions to understand data and research needs, manage expectations and ensure project deliverables are aligned and useful.
6. Process improvement and capability-building
-
Identify opportunities to streamline RDM workflows, templates and reporting; contribute to data literacy and evidence-use initiatives as assigned by the Deputy Head.
Job Requirements:-
5–7 years’ relevant experience in research, data analytics, evaluation, public policy or related fields, preferably with exposure to social services, healthcare or public sector settings.

Strong working knowledge of research methods and/or evaluation frameworks (quantitative and/or qualitative), including hands-on experience in designing studies, managing data and conducting analyses.
-
Proficient in data tools (e.g. Excel, statistical software, survey platforms, data visualisation tools) and comfortable working with both numerical and textual data.
-
Demonstrated experience leading projects or workstreams, including planning, coordinating stakeholders and delivering outputs to agreed timelines and quality.
-
Strong analytical, problem-solving and conceptual skills, with the ability to translate data into clear, actionable insights for non-technical audiences.
-
Good written and verbal communication skills, with experience preparing structured reports and presentations.
-
Organised and detail-oriented, able to manage multiple concurrent projects and deadlines.

Experience in supervising junior staff or interns will be an advantage.
