Our Management Leads

  • Tim Oei took the helm of Mindfull Community on 1 February 2025.

    He brings extensive experience leading and transforming large not-for-profit organisations. A former practising lawyer, Tim was CEO of NKF from August 2017 after heading AWWA for close to 10 years prior.

    A familiar face to Mindfull Community and mental health caregiving, Tim served on Mindfull Community’s board from 2018 to 2024.

    Tim volunteers his time with several non-profit organisations and various panels. He also enjoys mentoring individuals in the healthcare, community, and social services, and hopes to inspire them onto meaningful leadership journeys that can benefit the non-profit sector as a whole.

    Holding a Bachelor of Laws (Honours) from the National University of Singapore and a Master of Business Administration in Legal Practice from Nottingham Trent University, Tim has also been inducted as a Social Service Fellow since 2019.

  • Joining Mindfull Community in May 2024, Jean brings over 15 years of experience in the social service / social impact sector spanning stakeholder relations & engagement, project management, fundraising, change management, and governance, particularly for the charity sector.

    Previously, Jean spent several years at Temasek helping to drive partnerships for its sustainability advocacy programme and public outreach initiatives, and at Temasek Foundation managing social uplifting programmes. Jean was also the General Manager of Jazz Association (Singapore), overseeing key processes and governance to successfully qualify for its first IPC status in 2018. From 2011 to 2017, Jean served at Community Chest, honing her leadership skills leading teams across different functions.

    Jean’s passion for the social service sector started years before – managing donations and donor communications for palliative care work at Dover Park Hospice, and in the UK where she supported adult learners with disabilities in mainstream education.

    Jean holds a Degree in Business Administration (Hons) from Greenwich University (UK). A stickler for efficiency in processes, and a firm believer in continuous learning and being adept to change, Jean hopes to add value to Mindfull Community’s work and its growth in the caregiver wellbeing and mental health arena.  In her personal time, Jean enjoys being with her family and their two Labradors, and cooking for friends and loved ones.

  • Rachel brings over 15 years of experience in the private and social service sector spanning business development, government affairs, marketing, advocacy, and partnerships and engagement.

    Embracing a squiggly career, she spent several years in both foreign multinational corporations and Singapore-based organisations such as Discovery Communications, The Walt Disney Company, Expedia Inc and St. Andrew's Autism Centre. Rachel spent several years in the private sector helping to expand the licensing business in the Asia region and driving partnerships with government agencies to promote sustainable and responsible business. In St. Andrew's Autism Centre, she kickstarted the partnerships and fundraising department, overseeing stakeholders’ engagement and public outreach initiatives.

    Rachel hopes to contribute to the mental health space until the day comes when everyone is supported and treated with the same respect and equality regardless of their mental health status.

    In her personal time, she enjoys spending her time outdoors seeking adventures such as trekking up Annapurna Base Camp and running at the Gold Coast Marathon.

  • Dexter Yeng joined Mindfull Community in September 2015 and currently serves as Head of CSE.

    Prior to joining Mindfull Community, Dexter was an ex-regular in the RSAF with 15 years of experience. He was the Lead Auditor who specialised in process auditing (ISO), and led team auditing internal units. He carried out joint ISO audit inspections with Air Force Inspectorate to various Mindef Approved Contractor (MAC) and RSAF operation units, and facilitated training. Dexter is cyber trained as well.

    Dexter decided to make a career switch to Mindfull Community after completing the Masters programme in Counselling. He believes in unlearning and relearning, which is essential for caregivers to be better carers in their caregiving journey.

    Dexter holds a Master in Counselling from Singapore University of Social Sciences and Bachelor of Counselling cum Graduate Diploma from Singapore University of Social Sciences. He has an Advanced Certificate in Learning and Performance (ACLP) from WSQ as well as a Diploma in Engineering Informatics from NYP.

    Dexter has experienced the struggles of the family having to deal with mental health issues, having an uncle with schizophrenia. He believes that no caregiver should journey the challenging path alone.

    When not at work, Dexter enjoys spending time with family, swimming, and badminton. He values spending quiet time for himself and loves to explore and catch up with IT technologies - he even transformed his house into a smart home!

  • Karen joined Mindfull Community in April 2017 and currently serves as the Head of C&C.

    Prior to Mindfull Community, Karen was a fully qualified nurse and worked in the Singapore General Hospital and Mercy Hospital in Melbourne. She holds a degree in Nursing from Deakin University. She is skilled in suicide intervention, having completed the Applied Suicide Intervention Skills Training (ASIST), and is also a certified Training Professional through the Advanced Certificate in Training and Assessment (ACTA).

    Karen is a caregiver to her son living with depression. In her free time, she enjoys reading, watching movies, playing computer games, and is an avid traveller.

  • Evelyn joined Mindfull Community in August 2016 and is the Head of CHE. She was a volunteer trainer before becoming a permanent staff.

    Prior to joining Mindfull Community, Evelyn was with NTUC Health as a retail supervisor. Her past work experience includes a buyer, sourcing officer, sales and marketing executive and administrator.

    As a caregiver to her son diagnosed with OCD and mum living with dementia, she is able to empathise with the challenges faced by other caregivers. She aims to touch lives, bring hope, and provide support to others in their caregiving journey. Her mantra is “Everything in life is trivial, other than life and death”.

    Evelyn holds a Bachelor Degree in Business Administration, Postgraduate Diploma in Counselling & Psychology, and a Master of Science in Applied Gerontology at the Nanyang Technological University. Her other qualifications include Diploma in Electronics Engineering, Post-Diploma in Materials Management, Diploma in Pre-school Teaching, and Advanced certificate in Training and Assessment, Introduction to Geragogy Guidelines (with C3A).

    Evelyn likes nature, and enjoys strolling at the park as she finds it peaceful, revitalising and energising. Her self-care hobbies are cooking and listening to music.

  • Justin, Head of YSE, has 15 years of experience in the social sector, supporting the needs of individuals and their families from diverse communities. Having graduated with a Bachelor of Psychology (Hons), he has served persons with special needs, youth-at-risk, and individuals with mental health challenges.

    These experiences have reinforced his belief that no individual can and should have to navigate their mental health challenges alone, and drives his passion for a systemic and recovery-oriented approach to mental health services. His fervent hope is to play a small role in building a society that recognises that mental wellness and health is a shared responsibility.

    More importantly, Justin is a husband to a lovely wife whom he’s known since childhood, and a father to his beloved son and two furkids. He has not encountered a harder and more fulfilling experience than trying to manage a toddler and 2 dogs on a stroll at the beach.
